Bechtel Wins EPC Contract for Sabine Pass LNG Train 7 Expansion

Bechtel Wins EPC Contract for Sabine Pass LNG Train 7 Expansion

According to Rigzone, Cheniere Energy Partners LP has executed a lump-sum turnkey engineering, procurement, and construction contract with Bechtel Energy Inc. for Phase 1 of the Sabine Pass LNG Expansion Project, and has issued Bechtel a “limited notice to proceed” to begin early engineering and procurement activities.

Market Impact

Phase 1 centers on Train 7, a single large-scale liquefaction train, a boil-off gas re-liquefaction unit, and supporting infrastructure with tie-ins to the existing Sabine Pass terminal in Cameron Parish, Louisiana. Inclusive of estimated debottlenecking, Phase 1 is expected to produce over 6 million metric tons per annum of LNG, according to Cheniere Partners. The full expansion is designed to add up to three large-scale trains with a combined capacity of roughly 20 MMtpa, which would supplement the existing six-train facility that currently produces up to around 30 MMtpa.

A final investment decision on Phase 1 is targeted for early 2027, pending regulatory approvals from the Federal Energy Regulatory Commission and a Department of Energy export authorization, both of which remain pending. To help fund the project, Cheniere Partners priced a $1.75 billion senior notes offering earlier this week, split between a $1 billion tranche due 2036 at 5.35% interest and a $750 million tranche due 2056 at 6.05% interest.

What It Means for Subcontractors

  • Watch for procurement activity now. Bechtel has already received a limited notice to proceed for early engineering and procurement, meaning subcontractor solicitations for specialty work could begin well ahead of FID in early 2027.
  • Target your trade. Train 7 requires mechanical, piping, civil, and electrical work, plus tie-in construction to an active operating terminal. Subs with LNG or petrochemical turnaround experience in the Gulf Coast region are best positioned to compete.
  • Cameron Parish is the location. Companies operating in or near the Lake Charles and Port Arthur corridor should be tracking this project closely and building relationships with Bechtel’s procurement team now.
  • Scale matters. The existing Sabine Pass facility has shipped over 3,360 cargos and more than 230 million metric tons of LNG since 2016, making this one of the most active LNG terminals in the US. A major expansion here signals sustained long-term construction and maintenance work for regional subs.
  • Monitor FID timing. With regulatory approvals still pending, subcontractors should prepare bids and qualifications packages in advance so they can move quickly once a positive FID is announced.
