EIA Tracks 8 Completed, 14 Announced US Liquids Pipeline Projects
The U.S. Energy Information Administrationโs updated Liquids Pipeline Projects Database shows eight petroleum liquids pipeline projects completed between January 2025 and June 2026, with 14 additional projects newly announced. Most of the completed work centers on Texas, where companies expanded or converted existing pipeline capacity to move natural gas liquids and crude oil out of the Permian Basin. Notable projects include Enterpriseโs 550-mile Bahia Pipeline, connecting the Delaware and Midland basins to a fractionation complex in Chambers County, and Kinder Morganโs conversion of the Double H Pipeline system from crude oil to NGL service under the Hiland Express Project. Other completions include capacity expansions on the EPIC Coastal Bend NGL pipeline and the MPLX-BANGL system, both serving West Texas production. The newly announced project list includes expansions to the Bayou Bridge Pipeline, Bridger Pipeline, and Enbridgeโs Mainline system, along with new builds like the Southern Illinois Connector and Western Gateway Pipeline. EIAโs database tracks more than 280 liquids pipeline projects dating back to 2010, covering crude oil, hydrocarbon gas liquids, and refined products.
What It Means for Subcontractors
- Pipeline construction, civil, and E&I subs working the Permian should expect continued bid activity tied to NGL and crude takeaway projects; the Bahia Pipeline Expansion and Coastal Bend NGL Pipeline Expansion 2 are both listed as newly announced follow-ons to recently completed West Texas systems.
- Conversion and brownfield work, not just new-build, is a growing lane: three of the eight completed projects (Hiland Express, Seminole Red, Seahawk Thunderdome Lateral) involved converting existing pipelines between crude and NGL service rather than laying new pipe, a scope subs should highlight in bid qualifications.
- Enbridgeโs two-phase Mainline Optimization project and the Western Markets Pipeline Expansion (also two phases) signal multi-year subcontract packages likely to roll out in stages; mechanical and pipefitting crews should track EIAโs database updates for status changes on these announced-but-not-yet-scoped projects.
