Infrastructure Ontario Issues RFP for $1.4B Yonge North Subway Extension Contract
According to the Daily Commercial News, Infrastructure Ontario and Metrolinx have issued a Request for Proposals for the Yonge North Subway Extension Stations, Rail and Systems contract, a $1.4 billion project being delivered through an Owner-Formed Alliance procurement model. Eleven shortlisted teams, responding to an October 2025 Request for Qualifications, are now invited to bid. The contract covers three packages: underground station and civil works, surface works including at-grade stations and a train storage facility, and design and systems integration. One proponent per package will be selected by late 2026.
What It Means for Subcontractors
- With 11 shortlisted teams across three packages, major primes including Aecon, Ledcor, Bird Construction, and Flatiron are actively building their supply chains now, creating opportunities for civil, mechanical, and electrical subs in the Greater Toronto Area.
- The alliance delivery model typically emphasizes collaborative risk-sharing, so subcontractors should understand the Project Alliance Agreement structure before approaching primes.
- Selection of winning proponents is expected by late 2026, meaning subcontractors should be engaging shortlisted teams immediately to position for scopes ahead of contract award.
