Hyperscale Data Center Boom Tests Contractor Safety Systems at Scale
Hyperscale data center construction is moving so fast that even large, well-resourced general contractors are struggling to keep their safety programs from cracking under the pace, according to Engineering News-Record. The publicationโs reporting on JE Dunn Construction and Caterpillar Safety Services shows a sector where billing volume, worker headcount, and subcontractor counts have outgrown the safety infrastructure built for conventional commercial jobs.

JE Dunn senior vice president Marc Hutson told ENR that data center work runs at a scale that breaks old safety models. He compared it to a typical $200 million hospital job, which might run $15 million a month in construction billings. A hyperscale data center project, by contrast, can post $60 million to $70 million in monthly work in place. โIf you approach that with an old school mentality, you will continue to come up short on preventing injuries,โ Hutson said.
That volume brought JE Dunn back to Caterpillar Safety Services, a standalone consultancy inside the equipment maker that is not tied to Caterpillar equipment sales or rentals. Justin Ganschow, the unitโs business development manager, told ENR that conversations with contractors representing six of the largest data center companies revealed a consistent pattern: rising โerror precursors,โ near-misses, miscommunications, and fatigue-driven mistakes that donโt always show up as recordable incidents but often precede serious injuries.
Ganschow also pointed to a disconnect between owners and contractors on what safety should mean. Some data center owners focus narrowly on recordable injury rates (RIR), he said, while missing the more serious hazards captured under the industryโs โstuff that can kill youโ (STCKY) framework. He described one instance where a contractor spent roughly 20 minutes discussing safety with an owner and over two hours on schedule, reinforcing the sense among crews that safety reviews are a box-checking exercise. A recent ABC survey cited in the ENR report found that contractors with over $100 million in revenue are capturing the largest share of data center work, meaning the biggest firms are also the ones absorbing the most strain.

The core problem here isnโt a lack of safety commitment, itโs span of control. Ganschow told ENR that GCs are running a safety perception survey across 90 subcontractors on a single project, which is a scale of coordination that most commercial safety programs were never designed to handle. When a GC is stacking multiple hyperscaler contracts at two to three times its normal project volume, the informal channels that catch small problems before they become incidents, a foreman noticing fatigue, a super flagging a near-miss, start to break down simply because there arenโt enough eyes per worker.
This is why the fix JE Dunn adopted isnโt a new app or a stricter penalty system, itโs pushing safety ownership down into operations leadership. Caterpillarโs model requires superintendents, many of whom came up through the trades, to be the ones enforcing safety on the ground rather than outsourcing it to a separate compliance function. JE Dunn is now requiring craft workers to complete a day-long safety course and superintendents a three-day course before they can work on its data center projects, and Hutson plans to extend that requirement across all of JE Dunnโs data center work this year.
The other notable shift is the โSpeak Up and Listen Upโ approach, which asks workers to rate their bosses on safety and surfaces leadership lapses through direct interviews rather than paperwork audits. Combined with root cause analysis training for frontline supervisors and a separate session for senior project managers on why people make mistakes under pressure, the program is built around behavioral data, not just incident logs.
Hutsonโs closing point to ENR, that GCs are sharing safety approaches openly because โwe donโt really have trade secrets when it comes to safety,โ suggests this kind of cross-company collaboration on safety standards may become more common as hyperscaler campuses keep stacking multiple GCs and thousands of transient workers on the same site.
