FRA Awards $1.24B to 91 Rail Crossing Projects in 37 States

The Federal Railroad Administration is putting $1.24 billion into 91 grade-crossing and rail safety grants across 37 states, Construction Dive reports, with awards aimed at eliminating at-grade crossings and upgrading railroad signals.

Market Impact

The money comes from the FY 25-26 Railroad Crossing Elimination Grant Program, funded under the Infrastructure Investment and Jobs Act. Per the FRAโ€™s Oct. 30 release, recipients are transportation agencies. Eligible work covers removing highway-rail conflict points, closing at-grade crossings and upgrading railroad traffic signals.

Several of the larger awards show the scope:

  • $72 million to the Port Authority of Kansas City for a grade separation that eliminates three at-grade crossings in Kansas City, Missouri.
  • $46 million to the Texas Department of Transportation (TxDOT) for an overpass carrying RM 2871 over the Union Pacific Railroad and Aledo Road in Fort Worth.
  • $43 million to the City of Nampa, Idaho, for the Robinson Road and Greenhurst Road Overpass Project, which removes one at-grade crossing.
  • $31.7 million to the Georgia DOT to upgrade railroad preemption interconnection to traffic signals at about 31 high-risk crossings.

โ€œThe RCE grants announced today will provide communities nationwide with funding to make highway-rail grade crossings safer and reduce the occurrence of blocked crossings,โ€ FRA Administrator David Fink said in the release.

Construction Dive notes that builders still face uncertainty over federal surface transportation reauthorization, but IIJA money keeps flowing. The FRA announced $2.3 billion in CRISI grants earlier in October to improve more than 2,000 miles of track, and a $5.3 billion passenger rail package across 23 states in August.

What It Means for Subcontractors

The source does not give bid dates, delivery methods or procurement stages for any of these awards. The bullets below are our inference from the project types, so confirm timing with each owner.

  • Civil and structures: The Kansas City ($72M), Fort Worth ($46M) and Nampa ($43M) projects are grade separations, which means overpass structures, approaches and earthwork. Contact the Port Authority of Kansas City, TxDOT and the City of Nampa about prequalification and bid-list registration now, before packages are advertised.
  • Signals and electrical: Georgia DOTโ€™s $31.7M award covers preemption interconnection at about 31 crossings. Signal and E&I contractors with railroad-adjacent experience should ask Georgia DOT how the work will be packaged, since this is a multisite signal job rather than a single build.
  • Utility relocation and railroad coordination: The Fort Worth overpass crosses a Union Pacific line, and grade separations of this kind usually involve relocating utilities and coordinating with the railroad. Utility and flagging subs should confirm their railroad insurance and safety credentials are current before any prime asks for them.
  • Owner outreach this quarter: With 91 awards in 37 states, the Oct. 30 FRA release is the place to find recipients in your region. Pick the two or three nearest your yard and ask for their expected advertisement window by year-end, so you can plan crews and bonding for 2027.
