California HSR Authority Launches RFQ for $2.4B Merced-to-Madera Civil Works Contract
According to Engineering News-Record, the California High-Speed Rail Authority (CHSRA) approved a Request for Qualifications on June 24 for the $2.4-billion Merced-to-Madera civil works contract, officially expanding the project’s active construction footprint beyond its original Central Valley alignment.
Market Impact
The 30.3-mile Merced-to-Madera (M2M) segment pushes the total area under active design and construction to 171 miles, from Merced to Bakersfield. The heavy civil package will cover grading, drainage, retaining walls, animal crossings, irrigation structures, utility relocations, quality management, and major roadway overpasses.
CHSRA is using a “collaborative design-build” delivery model specifically designed to reduce the schedule delays and budget overruns that have affected the project in the past. Shortlisted contractor teams will sign a Pre-Proposal Collaboration Agreement (PPCA) to jointly refine design before a firm-fixed-price proposal is submitted. According to CHSRA spokesperson Daniela Contreras, “The selected contractor team will ultimately serve as the designer of record.”
Stantec previously received a $41-million design services contract from the Authority and has advanced the early design to approximately 30%, which will serve as the reference design for the M2M procurement.
What It Means for Subcontractors
- Utility relocation subs, watch the RFQ closely. Utility relocations are explicitly listed as a core scope item in the M2M civil package, meaning specialty subs in that space should identify the shortlisted prime teams early and position themselves now.
- Civil and grading contractors have a clear window. Grading, drainage, retaining walls, and roadway overpasses are all in scope. Subs working Central Valley infrastructure projects are well-positioned to pursue work through whichever teams advance in the PPCA process.
- Understand the collaborative delivery model. This is not a standard design-build procurement. The PPCA structure means primes and their teams will be working through design development before price is locked. Subs that engage early in the process, rather than waiting for a final subcontract solicitation, will have an advantage.
- Track the RFQ timeline. The procurement process is now formally underway following the June 24 approval. Subs should monitor CHSRA procurement channels for shortlist announcements and subcontracting opportunities tied to the selected collaborative teams.
