Army Corps' $986M San Antonio Cyber Center Signals New Design-Build Path for Subs

Engineering News-Record reports that the U.S. Army Corps of Engineers has released new schedule and scope details for a $986 million cyber and intelligence operations center at Joint Base San Antonio-Lackland, advancing what the agency calls one of its first progressive design-build projects delivered under Other Transaction Authority. The procurement structure, which selects a contracting team on qualifications before finalizing price and schedule, marks a meaningful departure from traditional federal design-build competitions and gives trade partners a seat at the table earlier in the process.

Background

According to ENR, the Corps issued industry-day slides on July 22 describing an approximately 600,000-sq-ft main facility plus a separate 12,500-sq-ft central utility plant at Lacklandโ€™s Security Hill. The center will support the 16th Air Forceโ€™s cyber, intelligence, surveillance, reconnaissance, electronic warfare and information operations missions, with planned occupancy exceeding 3,000. A Corps spokesperson told ENR the project came through a directive within the fiscal 2028 military construction program.

The Corps anticipates posting a request for qualifications on Aug. 26, with responses due Sept. 25. Per the procurement notice, the facility will feature a high-performance structural-steel frame on a reinforced-concrete foundation, progressive-collapse resistance, an integrated visitor control center, and a purpose-built cyber operations data center supporting high-performance computing, AI server clusters and machine-learning systems. ENR notes the plans call for scalable, high-density electrical infrastructure built for future expansion.

This isnโ€™t the Corpsโ€™ first test of construction OTAs. ENR reports the agency previously piloted the authority on a $40 million Fort Campbell barracks renovation awarded in 2024. Louisville District Engineering Design Branch Chief Carl Mudd was quoted saying the Fort Campbell projectโ€™s success โ€œis reshaping how USACE approaches construction acquisition, especially for projects requiring speed, flexibility and innovation.โ€ The Corps also issued an enterprise playbook this year calling progressive design-build through OTA a โ€œfundamental evolutionโ€ in how it delivers mission-critical infrastructure.

Analysis

The structural detail that matters most for subcontractors is sequencing. Per ENRโ€™s reporting, the government will shortlist up to three teams for mandatory one-on-one pitch meetings testing technical expertise, communication and problem-solving, then make a โ€œmost qualified best-valueโ€ selection that is explicitly not based on lowest price. Only after that selection does the winning team advance the design to roughly 60% to 90% completion while providing open-book cost estimates, constructability reviews and value-engineering input. Price and schedule get locked in later, and if the Corps and the selected team canโ€™t agree, the government retains an off-ramp to take the completed design and rebid construction through another method.

That sequencing changes who gets influence and when. In a traditional design-bid-build or even standard design-build procurement, trade subcontractors are often locked out of design decisions and simply bid a largely finished scope. Here, because the general contractor team is chosen before final pricing, the GC has strong incentive to bring in mechanical, electrical, structural-steel and data-center specialty subs during the 60-90% design window to firm up constructability and cost input, since that open-book estimate becomes the basis for negotiating the second-phase price. Subs who get embedded early have a real shot at shaping scope and pricing assumptions rather than reacting to a finished set of drawings.

The OTA vehicle itself is also notable. Because it operates outside the Federal Acquisition Regulation, the work is governed by a negotiated agreement rather than standard federal contracting rules, which the Corpsโ€™ own playbook frames as core to the speed and flexibility itโ€™s chasing. If San Antonio Cyber Center performs the way the Fort Campbell pilot reportedly did, expect the Corps to push more military construction, particularly secure and classified facilities, through this same progressive design-build/OTA structure.

The security and bonding thresholds also filter the field early. ENRโ€™s reporting lists a requirement for firms to be entirely U.S.-owned and operated, hold Level 2 Cybersecurity Maturity Model Certification, staff personnel eligible for security clearances, and document at least $1.2 billion in bonding capacity, all of which will narrow the prime pool to large, well-capitalized general contractors and design-build teams.

What It Means for Subcontractors

  • Mark the calendar: the RFQ is expected Aug. 26, 2026, with responses due Sept. 25, 2026. Subs wanting in on teaming discussions should be reaching out to prospective prime GC/design-build teams now, before shortlisting narrows the field to three.
  • Target trades: structural-steel erectors, reinforced-concrete contractors, high-density electrical infrastructure installers, and data-center mechanical/cooling specialists are directly relevant given the facilityโ€™s steel frame, progressive-collapse design and AI/HPC server cluster requirements.
  • Push for early design input: because pricing isnโ€™t set until after the team advances design to 60-90% completion, subs teaming with a shortlisted GC should push to be involved in constructability reviews and value-engineering during that window rather than waiting for a finished bid package.
  • Check clearance and certification requirements now: any sub working on this scope will need personnel eligible for security clearances, and prime teams will need Level 2 CMMC certification, so subs lacking cleared staff or cyber-certification pathways should start that process before the RFQ closes.
  • Watch the Fort Campbell precedent: the Corpsโ€™ $40 million Fort Campbell barracks OTA pilot from 2024 is cited as the model driving this approach; contractors who worked that project or tracked its outcomes have a head start understanding how the Corps runs price negotiations in phase two.
  • Note the off-ramp risk: if the Corps and selected team canโ€™t agree on final price after design development, the government can rebid construction separately, so subs should structure teaming agreements with that contingency in mind rather than assuming a guaranteed construction award.
