Aecon-FCC Venture Signs Alliance Deal to Build GO Expansion Rail Work
Aecon and FCC Canada have signed alliance contracts with Metrolinx, moving Ontarioโs GO Expansion program into construction with work valued in the billions of dollars, On-Site Magazine reports.
The joint venture, ONxpress Civils Contractor General Partnership, is a 50/50 partnership between Aecon and FCC Canada that will serve as construction partner for the program. Rather than a conventional design-bid-build package, the work will proceed under a target-price delivery model built on a collaborative development phase, with heavy emphasis on early coordination, constructability review and cost management between Metrolinx and the contractor team.
Market Impact
Construction has already begun at Durham College Oshawa GO Station, according to On-Site Magazine, and additional civil work and track improvements are underway along the Lakeshore East corridor. That early activity signals a broad, multi-year construction program rather than a single station build, spanning earthworks, utilities, structures, track-adjacent civil work and station enabling works within an active rail corridor.
Aecon says its background spans LRT, subway and commuter-rail delivery, while ONxpress holds responsibility for the construction scope under the new alliance contracts. The structure reflects a broader shift toward collaborative risk-sharing and early contractor involvement on major Canadian transit projects, a model that puts a premium on firms able to manage interfaces across multiple disciplines and construction stages.
What It Means for Subcontractors
- Civil, earthworks and structures subcontractors in the Greater Toronto and Durham Region should prepare qualification packages now, as work has already started at Durham College Oshawa GO Station and along the Lakeshore East corridor.
- Track and rail-adjacent trades (E&I, signals, utilities relocation) should expect staged subcontract packages tied to an operating rail corridor, meaning scheduling around active service windows and possession-based work.
- Firms with experience in target-price or alliance delivery models should highlight that track record when bidding, since Metrolinx and ONxpress are prioritizing early coordination and constructability input over traditional lump-sum bidding.
- Specialty contractors in stations, enabling works and utilities should monitor ONxpress and Metrolinx procurement channels for upcoming packages, given Aeconโs stated experience spans LRT, subway and commuter-rail scopes that typically feed multiple subcontract tiers.
- Companies bidding into this program should build interface management and multi-discipline coordination into proposals, as the alliance structure explicitly rewards contractors who can operate across overlapping construction stages rather than isolated scopes.
