Aecon-Led Group With First Nations Partners Signs Deal for Ontario BESS Project

Aecon Concessions and four First Nations and energy partners have signed a 20-year storage agreement with Ontario's IESO to build a 150 MW/1,200 MWh battery project in Norfolk County, targeting 2030 commercial operations.

Aecon-Led Group With First Nations Partners Signs Deal for Ontario BESS Project

Daily Commercial News reports that Simcoe Battery Project General Partnership Inc., an entity in which Aecon Concessions holds an equity stake, has executed an energy storage facility agreement with Ontarioโ€™s Independent Electricity System Operator (IESO) to build the 150 MW/1,200 MWh Simcoe Battery Energy Storage System in Norfolk County, Ontario.

Deal Structure

The ownership group behind the Simcoe project brings together Aecon Concessions, Six Nations of the Grand River Development Corporation, the Mississaugas of the Credit Business Corporation, Sitka Power Inc. and NRStor. Under the 20-year agreement with the IESO, the partnership will supply electricity storage services and collect payments for capacity, plus additional revenue from selling energy into the Ontario grid and from ancillary services, according to a release cited by Daily Commercial News.

Aecon is also lined up to serve as the Engineering, Procurement and Construction provider for the balance of plant works, though that arrangement is still expected to be finalized. Commercial operations are targeted for 2030. The Simcoe project follows Aecon Concessionsโ€™ ownership stake in the Oneida Energy Storage Project, also in Ontario, which has been running since May 2025.

What It Means for Subcontractors

  • EPC subcontract packages will follow finalization of Aeconโ€™s balance-of-plant scope. Trades likely in play include electrical, civil/foundations, and E&I integration work tied to the 150 MW/1,200 MWh battery array once Aeconโ€™s EPC role is confirmed.
  • First Nations equity partnerships are becoming a procurement norm on Ontario BESS builds. Firms bidding into future IESO storage RFPs should expect ownership structures similar to Simcoe (Aecon Concessions, Six Nations of the Grand River Development Corporation, Mississaugas of the Credit Business Corporation, Sitka Power, NRStor) and build relationships with these groups now rather than after awards are announced.
  • The Oneida Energy Storage Project, operating since May 2025, offers a working reference point. Subcontractors who performed or want similar scope on Oneida should track Aecon Concessionsโ€™ subsequent project announcements, since the company appears to be replicating that ownership model across multiple Ontario storage sites.
  • 2030 commercial operations target gives a multi-year runway. With EPC terms still being finalized, this is not yet a call to submit bids, but electrical and civil subcontractors serving Norfolk County and the broader Ontario grid should watch for Aeconโ€™s formal subcontract solicitations as the agreement moves toward finalization.
