Vistra Lands 8th Texas Energy Fund Loan for Ward County Gas Plant

Vistra Corp. is moving forward with an 860-megawatt natural gas expansion at its Permian Basin power plant in Ward County, backed by the state’s eighth Texas Energy Fund loan, Permian Basin Oil and Gas Magazine reports.

Market Impact

The Irving-based company will add two new natural gas generation units at the existing Ward County site, more than tripling the plant’s current capacity. State officials say the added output is enough to power roughly 215,000 Texas homes. The project is expected to begin delivering power to the Electric Reliability Council of Texas grid in 2028.

Vistra CEO Jim Burke framed the project as part of a longer buildout tied to state support. “Reliable power is foundational to Texas’ continued growth, and for decades Vistra has been investing in and growing our generation fleet to help meet rising demand,” Burke said June 24, crediting Governor Greg Abbott, Lieutenant Governor Dan Patrick, Speaker Dustin Burrows, the legislature, ERCOT, and the Public Utility Commission of Texas for advancing the loan program. Burke noted the project “builds on existing infrastructure and makes efficient use of a proven site to support our state’s expanding energy needs.”

What It Means for Subcontractors

  • This is the eighth loan issued under the Texas Energy Fund, meaning EPC and subcontract packages for gas-fired generation are actively moving through the pipeline in the Permian Basin. Firms doing mechanical, electrical, and civil work on power infrastructure should track upcoming loan announcements for early bid intelligence on similar projects in West Texas.
  • With a 2028 in-service target, expect engineering and site prep work to ramp over the next one to two years. Contractors in E&I, piping, and structural steel serving the Ward County area should position now for subcontract packages tied to the two new gas units.
  • Because the project expands an existing site rather than building greenfield, subcontractors with prior experience or existing relationships at Vistra’s Permian Basin plant may have an inside track on brownfield tie-in work, including electrical interconnection and balance-of-plant scope.
  • The scale of the award, 860 MW at a single site, signals that Texas Energy Fund-backed projects in the Permian Basin are large enough to require significant field labor mobilization. Companies that can staff crews for multi-year gas plant construction in West Texas should begin lining up workforce housing and logistics support ahead of contract awards.
