Three Teams Prequalify for Ontario Science Facility Complex in Oakville
Infrastructure Ontario has prequalified three proponent teams to design, build, finance and maintain a new government science facility complex in Oakville, Daily Commercial News reports.
The prequalification follows a Request for Qualifications process launched in September 2025 by Infrastructure Ontario, the Ministry of the Environment, Conservation and Parks, and the Ministry of Labour, Immigration, Training and Skills Development.

The three prequalified teams bring together major Canadian construction, design and facilities management players. Fengate PCL Progress Partners pairs Fengate Capital Management and PCL Investments as applicant lead, with PCL Constructors Canada handling construction, Parkin Architects as lead architect, and Honeywell Limited on facilities management. Amico Science & Technology teams Amico Major Projects with HOK Architects and WSP Canada on design, Amico Design Build and Allyant Design and Construction on construction, and Dexterra Group on facilities management. The Technology and Nature Integrated Collaborative pairs Plenary Americas Holdings with DIALOG Ontario, Bouthillette Parizeau and The HDI Group on design, EBC Inc. and Plan Group on construction, and Equans Services on facilities management.
A request for proposals is expected in early fall, with a successful team announced in late 2027. The new complex will replace the Ministry of the Environment, Conservation and Parks’ facility at 125 Resources Rd. and the Ministry of Labour’s temporary facility at 6295 Northam Dr., consolidating both ministries under one roof. The building is designed to include adaptable laboratories, science workshop spaces and offices, plus infrastructure to support “advanced monitoring of radiological materials, environmental contaminants and live viruses,” according to the release cited by Daily Commercial News. The project targets LEED Silver certification.
What It Means for Subcontractors
- Trade contractors in electrical, mechanical, HVAC and laboratory fit-out should start reaching out to the three shortlisted teams now, since subcontract packages typically get finalized after RFP submission and before the late-2027 award decision.
- Firms with lab-grade construction experience, including specialized ventilation, containment and radiological monitoring systems, have a clear edge given the facility’s stated focus on environmental contaminants and live virus monitoring.
- Facilities management subs, particularly in HVAC servicing, security and building automation, should note that Honeywell, Dexterra Group and Equans Services are already attached to the three teams as FM partners, meaning early subcontracting conversations may already be underway.
- LEED Silver targeting means sustainability-focused trades (glazing, insulation, energy-efficient mechanical systems) should prepare LEED documentation and certifications ahead of the fall RFP release.
- Oakville-area civil and site contractors should track the RFP issuance in early fall 2026 as the next concrete milestone before subcontract packages are likely to open up.
