According to Rigzone, Phillips 66 has approved two major midstream capital projects, a Permian Basin gas processing plant and a new NGL fractionator in South Texas, with both slated to come online in 2028.

Market Impact

The Zeus Gas Plant will process up to 300 million cubic feet per day of Permian Basin gas and includes the Midland Express Pipeline, a 45-mile, 20-inch line capable of moving up to 230 MMcfd. The pipeline is designed with future bi-directional flexibility to connect multiple processing facilities across Phillips 66’s Permian gathering network.

The third Coastal Bend Fractionator, located in Robstown, Texas, will have a capacity of 100,000 barrels per day of NGLs. The project also includes NGL purity pipeline expansion and water treatment facilities. Phillips 66 midstream executive vice president Don Baldridge said in a statement that the two projects “will enhance system connectivity, increase processing and fractionation capacity, and position us to serve customers while capturing additional value across our Midstream network.” Both final investment decisions fall within the company’s stated $2.0 billion to $2.5 billion capital spending range, and Phillips 66 has allocated $1.1 billion to its midstream segment under its 2026 budget of $2.4 billion. Baldridge has previously told investors the company expects to add a gas plant roughly every 12 to 18 months, citing its Permian Basin footprint.
