Northeast Natural Gas Pipeline Projects Break Ground as Williams Targets 2027 In-Service for Key Lines
According to Pipeline & Gas Journal, Williams Companies has broken ground on the Northeast Supply Enhancement (NESE) project and its CEO has confirmed the long-suspended Constitution Pipeline could be operational by the end of 2027 — marking a significant forward step for Appalachian natural gas takeaway capacity that the region has lacked for years.
Williams CEO Chad Zamarin made the announcement at the NESE groundbreaking ceremony in Brooklyn, New York in April 2026. “We are working with the states to get final commercial agreements, so that’s really the most important next step. If we can accomplish that within the next couple of months then Constitution will be online by the end of 2027,” Zamarin said.
The Projects
Northeast Supply Enhancement (NESE): A 37-mile pipeline running from Pennsylvania through New Jersey and into New York City, carrying 0.4 billion cubic feet per day (Bcf/d) of Appalachian natural gas to National Grid distribution utilities serving New York City and Long Island. Construction is underway following state approvals from both New York DEC and New Jersey DEP in November 2025, plus FERC authorization in August 2025. Target in-service: Q4 2027.
Constitution Pipeline: A 124-mile, 30-inch diameter line from northeastern Pennsylvania to New York, designed to move 0.65 Bcf/d of Marcellus gas into the Iroquois Gas Transmission System and Tennessee Gas Pipeline. Williams originally cancelled the project in 2020 after years of permitting battles. The revival is contingent on final commercial agreements with New York state. Target in-service: end of 2027 if agreements close in the near term.
Both projects were revived in May 2025 as part of a federal deal tied to New York Governor Hochul’s approval of related energy infrastructure investment.
Broader Northeast Buildout
The two Williams projects are part of a larger wave of Appalachian takeaway infrastructure moving forward under the current federal administration. Pipeline & Gas Journal reports that EQT, DT Midstream, TC Energy, and Boardwalk Pipeline are also advancing Northeast and mid-Atlantic pipeline projects, with combined new capacity in the range of 3 to 5 Bcf/d targeted for service between 2027 and 2030.
The Marcellus and Utica shale plays in Pennsylvania, West Virginia, and Ohio produce more than one-third of total U.S. natural gas output, but takeaway constraints have capped growth for years. Power generators and LNG export terminals are competing for the incremental supply that new pipeline capacity will unlock.

- Pipeline construction on the NESE 37-mile corridor through Pennsylvania, New Jersey, and the New York Harbour crossing
- Compression and mechanical work for Constitution’s 124-mile PA-to-NY mainline and associated compression stations
- Civil and right-of-way crews for the full permitting-to-construction window now opening across both projects
- Electrical and instrumentation for compressor stations, metering, and automation on both lines
