Fluor-JGC Lands $15B LNG Canada Phase 2 as Skanska, Tutor Perini Add Awards

A Fluor-JGC joint venture won the $15 billion phase 2 expansion at LNG Canadaโ€™s Kitimat, British Columbia, export facility. The scope adds two liquefaction units and an LNG storage tank, Construction Dive reports in its November roundup of October project wins.

Further down the list, the awards are smaller but more numerous:

  • Schools: Skanska announced three education wins worth a combined $351 million and began a fourth worth $67 million.
  • Military: Perini Management Services, a Tutor Perini unit, has started work at Base Kodiak in Alaska. Skanska has begun replacing the Coast Guard homeport pier in Newport, Rhode Island. The two jobs total $586 million.
  • Water and tunnels: A Jacobs-PCL JV won a $1 billion upgrade of San Franciscoโ€™s largest wastewater plant, which will keep operating during construction. A Granite JV won the $325 million Big Creek Tunnel in Cleveland, a 20-foot diameter bore.
  • Airport: JE Dunn is construction manager at risk on a $480 million Minneapolis-Saint Paul International Airport expansion for the Metropolitan Airports Commission.

What It Means for Subcontractors

  • Schools and Coast Guard work: Skanskaโ€™s four education projects ($418 million total) and the Kodiak and Newport Coast Guard jobs are already in construction. The source doesnโ€™t say how much is bought out, but our inference is that remaining packages will go out in the next few quarters. Pursue marine trades for the Newport pier and general trades for the schools. Contact Skanskaโ€™s and Perini Management Servicesโ€™ preconstruction teams now.
  • Bridges: The source lists only an HNTB award for two Maryland bridges, with no value, owner or delivery detail. Confirm the scope and contract structure before assuming subcontract work exists.
  • Large packages: JE Dunnโ€™s $480 million CMAR job in Minneapolis and the $1 billion Jacobs-PCL wastewater job in San Francisco will likely bid packages in stages. Get prequalified with each team before those rounds open.
