Amtrak's $6B Baltimore Tunnel Overhaul Signals Years of Heavy-Civil Work Ahead
Contractors working the Northeast Corridor should take note: Amtrakโs $6 billion Baltimore & Potomac Tunnel Replacement Program just cleared several major construction milestones, and the pace of work is picking up ahead of full-scale tunnel boring in 2028. Daily Commercial News reports that crews have completed excavation and footings for the first of five bridge rebuilds, broken through the final rock pillar on a 345-foot utility siphon tunnel, and pushed manufacturing of the projectโs tunnel-boring machines past the halfway mark.
Background
The B&P Tunnel dates to 1873 and is Amtrakโs oldest tunnel still in service. Its age, water infiltration problems, tight curves and capacity limits force trains to slow to 30 mph through one of the busiest stretches of track in the country, according to Daily Commercial News. Amtrak is replacing it with a twin-tube system called the Frederick Douglass Tunnel, capable of supporting speeds up to 100 mph, in what the railroad describes as its largest single infrastructure investment ever.
The first construction contract went out in late 2023, with utility relocation work starting in 2024. Since then, Daily Commercial News reports, work has advanced on multiple fronts: the West Mulberry Street railroad bridge is now in concrete placement and stabilization, the utility siphon tunnel beneath the corridor has reached a breakthrough milestone using controlled blasting, and a 60-foot-deep south portal launch pit is under construction to eventually house the tunnel-boring machines. Amtrak president Roger Harris said the program is โadvancing with a clear path forwardโ toward opening the new tunnel in 2036.
Amtrak and the Federal Railroad Administration also spent more than a year reviewing design changes to control cost and limit community impact. Per Daily Commercial News, the agencies eliminated a planned intermediate ventilation facility and its connecting tunnel, and raised portions of the alignment between 10 and 22 feet to cut excavation volume.

This is a decade-long megaproject moving through its enabling phase, and enabling phases are where the subcontractor backlog gets built. Right now the work underway, bridge demolition and reconstruction, jet grouting, soil stabilization, sewer installation, controlled blasting, utility rerouting, is precisely the kind of scope that gets packaged out to specialty trades rather than absorbed by a single general contractor. The fact that Amtrak has five separate bridge replacements queued (Mulberry Street, Franklin Street, Warwick Avenue, Edmondson Avenue and Lafayette Avenue) means there isnโt one big award to chase, there are multiple sequential and overlapping packages, each with its own bid window.
The Lafayette Avenue bridge is worth watching closely. Daily Commercial News notes it requires a multi-phase construction sequence and temporary relocation of adjacent park space, which typically means a more complex procurement structure, more coordination meetings, and more subcontractor scopes (traffic control, temporary structures, landscaping restoration) than a standard bridge swap.
The 2028 target for tunnel boring is also a planning marker worth building a calendar around. Before the TBMs go underground, Amtrak still needs to finish utility relocation near the North Ventilation Facility and north portal, complete the south portal launch pit excavation, and finish accessibility and bus loop work at West Baltimore MARC Station. That is at least two more years of civil, electrical and utility scope before the tunneling contractor takes over the site. For firms in mechanical, electrical, and site utility trades, thatโs a two-year runway to get qualified and positioned before the project shifts to a TBM-dominated phase where scope concentrates around a smaller number of specialty tunneling firms.
The design optimizations Amtrak made, cutting a ventilation facility and raising the tunnel alignment, are a reminder that megaprojects like this remain fluid even after contracts are awarded. Subcontractors bidding future packages should expect scope and specs tied to those changes rather than the original design baseline.
What It Means for Subcontractors
- Bridge trades (structural, concrete, demolition) should track upcoming bid packages for the Franklin Street, Warwick Avenue, Edmondson Avenue and Lafayette Avenue bridge replacements, the next four of five total rebuilds in the program.
