$79M Contract Advances Alexandra Bridge Replacement Ahead of 2028 Build
The Government of Canada has awarded a $79-million contract to Capital Crossing Constructors (CCC) for the next phase of the Alexandra Bridge replacement linking Ottawa and Gatineau, On-Site Magazine reports.
Market Impact
CCC is a consortium made up of Webuild Civil Works Inc., Samsung C&T Ontario 1 Inc. and Green Infrastructure Partners Inc. The contract funds advancement of the approved design, development of project requirements, and preparation for deconstruction of the more-than-120-year-old bridge before its replacement is built. The project is being delivered through a progressive design-build model, which On-Site Magazine notes allows the parties to refine scope, schedule, pricing and risk management before construction begins.
Public Services and Procurement Canada plans to work with CCC to maximize the use of Canadian steel, aluminum and other domestic materials, and to create opportunities for Canadian and local suppliers across design, deconstruction and construction. โCanadian skills and ingenuity are at the heart of the work to replace our national capitalโs oldest interprovincial road bridge,โ said Joรซl Lightbound, Minister of Government Transformation, Public Works and Procurement, according to On-Site Magazine, adding that the government will ensure Canadian steel and aluminum are used on the project.
The replacement, known as the Motion concept, received Federal Land Use and Design Approval from the National Capital Commission in January 2026. Its design features three curved arches inspired by the Ottawa River and incorporates heritage considerations alongside modern transportation requirements. Construction is expected to begin in 2028.
What It Means for Subcontractors
- Timeline for bid packages: With construction not slated to start until 2028, heavy civil contractors and subcontractors have a multi-year runway to position for eventual subcontract packages as design and deconstruction planning proceed under the current $79-million phase.
- Domestic material sourcing: Canadian steel and aluminum suppliers should watch for procurement opportunities directly tied to the federal governmentโs stated goal of maximizing use of Canadian-made materials on the project, as confirmed by Minister Joรซl Lightbound.
- Deconstruction scope ahead of new build: Demolition and deconstruction contractors should track this phase closely, since removing the 120-plus-year-old existing bridge is an explicit part of the current contract scope before replacement construction begins.
- Consortium relationships matter: Firms interested in later-stage work should build relationships now with the three CCC partners, Webuild Civil Works Inc., Samsung C&T Ontario 1 Inc., and Green Infrastructure Partners Inc., since the progressive design-build model means these three will shape subcontracting decisions as the project moves from design toward the 2028 construction start.
