Wildfire smoke drifting from Canada pushed Detroit, Minneapolis, and Chicago into rankings among the worldโ€™s most polluted cities this summer, and ISHN reports that outdoor crews working through those air-quality alerts often lack the respiratory protection to handle it safely.

Market Impact

The International Safety Equipment Association (ISEA) says wildfire smoke needs to be treated as a recurring occupational hazard, not a weather event employers simply wait out. Dan Glucksman, ISEAโ€™s Senior Director of Policy, told ISHN that construction, utility, landscaping, agriculture, public works, transportation, delivery, and parks and recreation workers are all vulnerable, particularly because physical labor increases breathing rates and the volume of smoke inhaled.

Glucksman warned that cloth face coverings and loose-fitting surgical masks donโ€™t form the seal or provide the tested filtration needed to block PM2.5, the microscopic particles in wildfire smoke that penetrate deep into the lungs. A NIOSH Approved N95 respirator can reduce exposure, and a P100 filter offers higher filtration, but only when the respirator is fit-tested, worn correctly, and genuinely certified. Glucksman flagged a rising counterfeit risk: products labeled โ€œN95-styleโ€ or โ€œ95% filtrationโ€ are not confirmed NIOSH Approved, and employers should verify models against the NIOSH Certified Equipment List rather than trust packaging claims. He also pointed to California, Oregon, and Washington as states with specific wildfire-smoke workplace requirements employers should review directly.

What It Means for Subcontractors

  • Assign a named person to monitor the AQI daily during wildfire season and set clear trigger points for modifying or halting outdoor work, before smoke reaches the jobsite rather than after crews are already exposed.
  • Complete N95 fit testing and respirator training now, ahead of peak wildfire season, so crews arenโ€™t scrambling once air quality drops. Fit testing confirms the specific make, model, and size actually seals to each workerโ€™s face.
  • Stock multiple respirator models and sizes and lock in trusted suppliers before regional demand spikes, since counterfeit โ€œN95-styleโ€ products flood the market during smoke events. Verify any respirator against the NIOSH Certified Equipment List before purchasing.
  • Build a written smoke-response plan that spells out who monitors conditions, which tasks can be postponed, where filtered-air breaks are available, and when respirators are required. Give supervisors explicit authority to pull crews or adjust work as conditions worsen.
  • Employers in California, Oregon, and Washington should check state-specific wildfire-smoke rules for compliance obligations that go beyond general OSHA guidance.
  • When heat and smoke overlap, donโ€™t solve tolerance issues by loosening or removing required respirators. Instead, shorten work periods, rotate assignments, and add breaks in cooled, filtered-air areas while keeping water or electrolyte drinks accessible.
