Tutor Perini and Black Construction Win $652M Electrical Contract at Naval Base Guam

Tutor Perini and its Guam-based subsidiary Black Construction secured a $651.8 million task order to replace and underground electrical distribution systems at Naval Base Guam, adding to a growing string of Indo-Pacific military wins.

Tutor Perini and Black Construction Win $652M Electrical Contract at Naval Base Guam

According to Construction Dive, Tutor Perini and its subsidiary Black Construction have won a $651.8 million task order at Naval Base Guam to overhaul the base’s electrical distribution infrastructure, awarded by the Naval Facilities Engineering Systems Command Pacific Region.

Project Scope and Timeline

The joint venture will replace existing primary and secondary overhead electrical distribution feeders with new underground circuit conductors installed within concrete-encased duct banks. Design work is scheduled to begin in August, with construction set to kick off next April and substantial completion targeted for June 2031.

The award continues a run of federal military contracts for Tutor Perini. In May, the Coast Guard awarded the company’s Perini Management Services subsidiary a $61.6 million contract to design and build a child development center at Base Kodiak in Alaska, along with an $81.8 million family housing contract at the same location. Black Construction also picked up a $74.4 million child development center contract at Andersen Air Force Base on Guam in 2024.

CEO Gary Smalley noted the momentum in the region. “This new award represents our latest major project in Guam, and we are continuing to pursue various other significant opportunities there and throughout the Indo-Pacific region,” Smalley said in the announcement.

What It Means for Subcontractors

  • Federal defense construction in the Indo-Pacific is an active and growing market. Subcontractors with electrical, civil, or underground utilities experience should monitor Naval Facilities Engineering Systems Command solicitations, particularly in the Pacific Region.

  • With construction not starting until April 2027 and running through June 2031, this project represents a long-duration pipeline. Subcontractors pursuing work under this contract have time to establish relationships with Tutor Perini and Black Construction before major procurement activity ramps up.
  • The scope, replacing overhead feeders with underground concrete-encased duct banks, points to specialized demand for electrical and civil crews experienced in underground utility installation on secured federal sites.
