SOLV Energy Breaks Ground on 457-MW Tormes Solar Project in Navarro County, Texas

SOLV Energy Breaks Ground on 457-MW Tormes Solar Project in Navarro County, Texas

According to Solar Power World, Matrix Renewables and EPC contractor SOLV Energy have broken ground on the Tormes Solar Project, a 457-MW DC photovoltaic facility in Navarro County, Texas, expected to support approximately 450 jobs during construction.

A Proven Partnership, Scaled Up

The Tormes project builds on an existing working relationship between the two companies. SOLV Energy and Matrix Renewables previously collaborated on the 284-MW DC Stillhouse Solar project in Rogers, Texas, which was commissioned in November 2025. Tormes represents a significant step up in scale from that effort.

“Tormes marks the next step in a strong partnership between SOLV Energy and Matrix Renewables,” said George Hershman, CEO of SOLV Energy. “Building on the success of Stillhouse Solar, this project reflects our shared commitment to delivering high-quality projects and making a positive impact in the communities where we work.”

Matrix Renewables managing director and head of U.S. operations Cindy Tindell added that projects like Tormes demonstrate “how clean power can strengthen local economies, support landowners and deliver reliable energy to meet growing demand.” Matrix currently owns over 8.7 GW of projects in operation and under development across ERCOT, CAISO, MISO, WECC, and SPP.

What It Means for Subcontractors

  • Construction is active now in Navarro County, Texas. Civil, electrical, and balance-of-plant crews should be pursuing scope with SOLV Energy or its subcontractor network immediately, not waiting for RFQ notices.
  • The 457-MW scale is substantially larger than the 284-MW Stillhouse project, meaning greater subcontract volume across grading, foundations, racking installation, trenching, and medium-voltage work.
  • SOLV Energy’s track record as EPC on Stillhouse makes them the established point of contact for vendor and subcontractor inquiries on Tormes. Companies that built relationships on Stillhouse are positioned ahead of new entrants.
  • The 450-job estimate signals a multi-trade workforce requirement. Staffing firms, equipment rental companies, and specialty contractors serving the North Texas market should be mobilizing now.
