OSHA Updates VPP Manual with Seven Core Elements, New Program Tiers Effective June 2026
According to ISHN, OSHA has updated its Voluntary Protection Programs (VPP) Policies and Procedures Manual, with changes effective June 16, 2026, requiring participating sites to follow seven core elements drawn from the agency’s Recommended Practices for Safety and Health Programs.
What Changed in the VPP Update
The updated directive, OSHA Directive CSP 03-01-005, introduces several notable changes beyond the core element realignment. These include updated language for Medical Access Orders and the creation of two new program tiers: VPP Elite and VPP Emeritus. The Voluntary Protection Programs Participants’ Association (VPPPA) responded positively to the announcement.
“OSHA’s announcement that its Voluntary Protection Program will now align with the agency’s Recommended Practices for Safety and Health Programs represents another step forward for VPP and VPPPA members,” said VPPPA Chairperson Terry J. Schulte of MI Windows and Doors in Tacoma, WA. Schulte added that VPPPA, operating for more than 40 years, stands ready to support members through its mentoring and Journey Toward Safety Excellence programs.
Contractors seeking guidance on implementing the updated requirements can attend VPPPA’s 2026 Safety and Health Symposium in Nashville, running August 30 through September 2. VPPPA also plans to release additional resources after the event, including webinars, process maps, and mentoring support.
What It Means for Subcontractors
- Review your VPP status now. If your company holds VPP certification, confirm your safety and health program aligns with the seven core elements under the updated directive, CSP 03-01-005, before any compliance reviews occur.
- Understand the new tiers. The addition of VPP Elite and VPP Emeritus levels may create new benchmarks that clients and prime contractors reference when evaluating subcontractor safety performance.
- Use VPPPA resources. The August 30 to September 2 Nashville symposium offers direct training for adapting to the updated framework. Post-event webinars and process maps will be available for those who cannot attend.
- Non-VPP companies should take note. VPPPA’s Journey Toward Safety Excellence program is open to companies not yet in VPP, offering a structured path toward the same safety management standards now required of certified sites.
