Trump Signs Law Overturning 20-Year Minnesota Mining Ban, Opening 225,000 Acres to Development
According to Mining.com, President Donald Trump signed H.J.Res. 140 into law on Monday, overturning a 2023 Biden administration decision that had placed a 20-year ban on mining and geothermal leasing across more than 225,000 acres of national forest land in northeastern Minnesota. The law reverses a Bureau of Land Management conservation measure covering Cook, Lake, and Saint Louis counties, and clears the way for lease issuance in a region rich in copper, nickel, and cobalt. The Twin Metals copper-nickel project, backed by Chilean miner Antofagasta, is considered the most likely near-term beneficiary.
What It Means for Subcontractors
- Early-stage work could move quickly once leases are reissued, with road building, site clearing, and utility installation among the first contracts to come available in the Duluth region.
- Contractors already operating in northeastern Minnesota or adjacent areas of Wisconsin and Michigan should monitor Twin Metals and other project proponents for pre-development activity.
- The provision preventing future presidents from reinstating the ban through the same mechanism adds longer-term certainty for companies considering equipment investment or crew mobilization in the region.
