Plains All American Raises 2026 Growth Capex to $450M, Targeting Permian and Canada Pipeline Work

According to Permian Basin Oil and Gas Magazine, Houston-based Plains All American Pipeline announced June 15 that it is increasing its 2026 growth capital spending to a range of $400 million to $450 million, up from a prior budget of $350 million.

Market Impact

The expanded budget targets multiple active project areas. Plains stated the increase “is underpinned by multiple growth projects across our Permian long-haul, Canadian gathering and Permian gathering businesses,” with additional investment planned across its broader Permian system to handle rising gathering volumes, particularly in the New Mexico Delaware Basin area. Maintenance capital is expected to hold steady at approximately $185 million.

Chairman, CEO and President Willie Chiang pointed to improving market conditions as the driver: “The oil macro environment has improved significantly since the beginning of the year, and customer activity and interest has allowed us to advance several high return projects. The macro backdrop should result in an uplift in the value of energy infrastructure assets.”

What It Means for Subcontractors

  • Pipeline construction and maintenance subs in the Permian should take note. The New Mexico Delaware Basin is specifically called out as an area where Plains anticipates investing to accommodate additional gathering volumes, signaling near-term project activity.
  • Canadian gathering contractors get a window too. Plains explicitly lists Canadian gathering as one of the pillars of the increased budget, making this a two-market opportunity for companies operating in both the Permian and western Canada.
  • Maintenance work remains a steady line item. With $185 million in maintenance capital holding firm, integrity, inspection, and routine service contractors can expect continued baseline demand independent of the growth projects.
  • Position now. Budget increases of this size, announced mid-year, typically translate into accelerated bid cycles. Subs not already on Plains’ approved vendor lists should prioritize outreach.
