NIOSH Releases Toolbox Talk on Overhead Power Line Hazards

Safety+Health Magazine reports that NIOSH, working with CPWR โ€“ The Center for Construction Research and Training, has released a new toolbox talk aimed at crews operating cranes, lifts and ladders near overhead power lines. The resource calls for keeping tall machinery and loads at least 20 feet away from power lines and warns that contact โ€œcan result in serious injury and even death.โ€

The toolbox talk centers on a fatality in which a worker was killed while stationed near a boom crane installing steel roof beams on a school building. As the crane operator swung chain slings toward the worker, the slings brushed a power line and became energized, sending electricity through the worker, who died shortly after arriving at the hospital.

NIOSH and CPWR list several field practices: identify overhead lines before starting work, confirm with a supervisor that lines are de-energized before operating equipment, never approach a person or equipment in contact with a live line and call 911 instead, avoid storing materials or equipment under or near lines, and account for wind that can cause lines to sway and reduce clearance. Crews operating machines under lines should also follow marked, often color-coded, safe travel routes.

  • Crane operators, riggers, and ladder crews working roofing, steel erection, or utility-adjacent jobs should add this toolbox talk to tailgate briefings before any lift work near power lines, especially on school, commercial, and industrial sites where overhead lines cross the work zone.
  • Site supervisors should verify de-energization status with the utility or facility owner before equipment mobilization, not just assume clearance, given that the fatal case involved slings contacting a still-energized line during normal rigging operations.
  • Crews should build wind-driven line sway into daily clearance checks rather than relying on a fixed 20-foot buffer measured once at setup, since NIOSH notes swaying lines can reduce real-world clearance during the shift.
