Google's 780-MW Minnesota Data Center Faces Pine Island Pushback

Googleโ€™s proposed 780-MW Project Skyway data center in Pine Island, Minnesota, faces strong local opposition and a pending state approval. OilPrice.com reports the company has offered to fund new wind, solar and storage to win community support.

Market Impact

Google has proposed an agreement with Xcel Energy under which it would finance 1.4 GW of wind, 200 MW of solar and 300 MW of battery storage. The Clean Energy Accelerator Charge agreement is pending approval from the Minnesota Public Utilities Commission. Xcel says the new resources would serve the wider grid, not just the data center.

The deal carries financial protections for other ratepayers. Google would pay minimum monthly charges based on at least 75% of its contracted capacity, even if it uses less. An early termination could trigger exit fees equal to as much as eight years of minimum demand charges. โ€œNobody wants to have a big buildout and then have nowhere for that power to go and nobody to pay for that power,โ€ said Amanda Rome, Xcel Energyโ€™s executive vice president and chief customer officer.

Local resistance has not eased, per the report. The Minnesota Center for Environmental Advocacy sued the city of Pine Island in October 2025. The group claims the environmental review was vague, initially left Google out as the end user, and failed to disclose impacts on energy, water, noise and generators. That review estimated the facility would use about 55.7 million gallons of water per year, raising the cityโ€™s total consumption by roughly 50%. Opponents also question whether wastewater could reach the Zumbro River. A Pine Island survey in August found 75.8% of participants opposed the project, and a Gallup poll cited in the report found 71% of Americans oppose a data center in their area.

What It Means for Subcontractors

  • Civil and site work: Water use and wastewater discharge are the contested items, and the lawsuit targets the environmental review itself. Our inference: scope tied to water, drainage or discharge could change if the review is revised. Get notice to proceed in writing and negotiate standby and demobilization rates before committing equipment.
  • Electrical and power delivery: The 1.4 GW wind, 200 MW solar and 300 MW storage package depends on the Minnesota PUC approving the Xcel agreement. The source names no EPC or contractor and gives no stage beyond โ€œproposed.โ€ Before reserving crews for collection, interconnection or battery work, ask the owner or GC to state in the contract whether mobilization is conditioned on that approval.
  • Payment terms: The 75% minimum charge and eight-year exit fee sit between Google and Xcel and protect ratepayers. They are not a payment guarantee for subs. Push for a termination-for-convenience clause covering costs incurred, plus limits on retainage, so a stalled project does not leave you carrying labor.
  • Schedule risk: The source gives no construction start date. Ask the contracting party for a written mobilization window that states what happens if the PUC ruling or the Pine Island litigation slips it. Do not hold crews off other work without that.
