Fluor, Balfour Beatty Wrap $677M Oak Hill Parkway After 5-Year Build
A joint venture of Fluor and Balfour Beatty has opened the $677 million Oak Hill Parkway project in southwest Austin, Texas, five years after construction began, Construction Dive reports.

The project, part of the Texas DOT’s Clear Lanes initiative, reconstructed and widened about 7 miles of U.S. Route 290 and state Highway 71 through Oak Hill, expanding the roadway from two to three lanes in each direction. Key features include direct-connect flyovers between U.S. Route 290 and state Highway 71, a new overpass at William Cannon Drive, and a single-point urban interchange that replaced the former Y-interchange. The JV also added new frontage roads, shared-use paths, and bicycle and pedestrian accommodations throughout the corridor, according to a Sept. 25 news release from Irving, Texas-based Fluor.
The roadway system is now fully open to traffic, though final activities including landscaping, paving and striping will continue. Fluor expects full project completion by the end of 2026. This marks the third major Texas highway megaproject for the Fluor-Balfour Beatty pairing, following the 2019 award to design and reconstruct roughly 11 miles of Interstate 635 in Dallas and the 2017 win for the $625 million Southern Gateway project, which added a fifth lane in each direction along 11 miles of I-35 plus two reversible express lanes.
