Australian JV Wins $165M Contract for First Phase of Queensland Water Pipeline

Queenslandโ€™s state-owned water utility Seqwater has awarded a $165-million construction contract to a joint venture between CPB Contractors and NACAP for the first stage of the Toowoomba-to-Warwick Pipeline, Engineering News-Record reports. Stage 1 work is set to begin in late 2026 on the northern segment of the 69-mile pipeline, running from Toowoomba to Greenmount, about 16 miles south. The project is expected to support roughly 400 construction jobs and take about 30 months to complete, pending regulatory approvals.

The alignment includes 64 waterway crossings and seven rail crossings. Most of the line will go in via open trench, but crews will use horizontal directional drilling and pipe jacking at major road, rail and waterway crossings. Pipe materials include ductile iron cement-lined, mild steel cement-lined and polyethylene in diameters from DN125 to DN600. Plans also call for two reservoirs, two pump stations and two future offtake sites.

What It Means for Subcontractors

  • HDD and pipe-jacking crews should watch for Stage 1 work packages tied to the 64 waterway and seven rail crossings, since trenchless methods are specified at those locations to limit surface disruption.
  • Civil and pipeline trades bidding into the CPB Contractors/NACAP joint venture should note the geotechnical mix of expansive clay in the northern section and sandstone farther south, which will shape excavation and shoring approaches.
  • Firms with reservoir and pump station experience have a near-term opportunity as Stage 1 scope includes two reservoirs and two pump stations ahead of construction starting late 2026.
