According to ENR, the Bistone Municipal Water Supply District in Limestone County is moving forward with a $29.4 million transmission line replacement project that will modernize 7.2 miles of 60-year-old water infrastructure northeast of Waco. The project, funded through the Texas Water Development Board’s revolving fund program, will replace approximately 40,000 linear feet of aging 16-inch steel cylinder concrete pipe.

The upgrade is part of a larger $45 million capital program that includes drilling up to 10 new groundwater wells in the Carrizo-Wilcox Aquifer, with New York-based STV handling the engineering design.

What It Means for Subcontractors

  • Water transmission projects of this scale typically require specialized pipeline contractors, excavation crews, and utility installation teams
  • Rural Texas water districts are increasingly replacing mid-century infrastructure, creating a growing pipeline of similar transmission line replacement opportunities
  • The project connects to a broader trend of groundwater expansion work across Texas, potentially signaling more well drilling and water system construction contracts ahead
