DOT Awards $426M in INFRA Grants Across 12 States, Led by Kentucky and I-4

The Department of Transportation awarded $426 million to highway and freight projects in 12 states, led by $85.1 million for an eight-mile, four-lane highway in Kentucky and $85 million for lane additions on about 20 miles of I-4 in Florida, Construction Dive reports.

Market Impact

The money comes through the Nationally Significant Multimodal Freight & Highway Projects program, known as INFRA, which is funded under the $1.2 trillion Infrastructure Investment and Jobs Act. DOT announced the awards in an Oct. 1 news release. INFRA provides competitive grants meant to strengthen U.S. supply chains.

Lawmakers extended the federal surface transportation programs under the IIJA through the Continuing Appropriations and Extensions, signed Sept. 2. The extension covers the Highway Trust Fund, which keeps programs such as INFRA authorized.

Beyond the two largest awards, the list includes:

  • $53.5 million for the Kansas State Highway 96 reconstruction in Wichita
  • $44 million for the I-55/I-69 freight corridor expansion in DeSoto County, Mississippi
  • $42.1 million for the I-70 St. Louis Airport Corridor in St. Louis County, Missouri
  • $28 million for the Kaliste Saloom interchange in Lafayette, Louisiana
  • $27.8 million for I-295 improvements in Cumberland County, Maine
  • $25 million for the State Route 71 gap closure in Los Angeles County, California
  • $11.3 million for Project DeRenne, a freight mobility connector in Savannah, Georgia
  • $11 million for the 24th Avenue NE improvement in Norman, Oklahoma
  • $7.2 million for the Cumberland Freight Access project in Millville, New Jersey
  • $6.7 million for I-80 Green River Tunnels repair and safety enhancements in Green River, Wyoming

The round follows a $481 million airport infrastructure allocation announced Sept. 3 and $1.1 billion in FAA airport funding distributed to 46 states and three territories, per a Sept. 14 DOT release.

What It Means for Subcontractors

The source does not say whether any of these projects has reached letting or has a contractor selected. Treat the awards as funded scope, not open bids.

  • Grading and paving (Kentucky, Florida): The $85.1 million eight-mile Kentucky highway and the $85 million I-4 lane additions (about 20 miles) are the biggest packages. Our inference: state DOTs, not the federal agency, typically let this work. Check the Kentucky and Florida state transportation department letting calendars for these projects and for prime contractor prequalification requirements.
  • Interchange and corridor work on the Gulf Coast and Midsouth: Lafayetteโ€™s $28 million Kaliste Saloom interchange and the $44 million I-55/I-69 freight corridor in DeSoto County, Mississippi, are the nearest Gulf Coast and Midsouth packages. Pavement, drainage and structure subs should look up the lead agency on each project and ask primes bidding the work about their sub lists.
  • Midwest reconstruction: Wichitaโ€™s $53.5 million Highway 96 reconstruction and the $42.1 million I-70 St. Louis Airport Corridor are both sizable awards in markets where reconstruction scope typically carries demolition, paving and traffic control. Contact the state DOT letting offices for bid schedules.
  • Specialty rehab (Wyoming): The $6.7 million I-80 Green River Tunnels repair and safety work is a small package with a narrow trade fit. Tunnel rehab, safety systems and electrical subs should check Wyomingโ€™s state DOT for the scope and timing.
  • Bridge and ITS scope: The source does not break out bridge or ITS work on any award. Read the full project award list in DOTโ€™s Oct. 1 release and each projectโ€™s plans once published before pricing those trades.
