Cleveland-Cliffs' $1B Middletown Works Overhaul Locks In $500M DOE Grant
Cleveland-Cliffs announced that the U.S. Department of Energy has established a framework to finalize a rescoped $500 million grant supporting a $1 billion optimization of the companyโs Middletown Works steel plant in Ohio, the company said in a press release. Funding is split evenly between Cliffs and the DOE, with the multi-year project set to begin within weeks and the blast furnace rebuild targeted for completion in the first quarter of 2030.
Market Impact
The DOE grant was originally awarded in March 2024 to help replace Middletown Worksโ coal-fired blast furnace with hydrogen-ready and electric furnace technology. Under the finalized framework, Cliffs will instead refurbish and upgrade the existing 73-year-old blast furnace rather than replace it, alongside advanced material handling infrastructure and artificial intelligence-enabled process controls. A central piece of the project is a new cogeneration facility that will capture blast furnace gas to generate on-site electricity and steam, cutting reliance on external power and lowering operating costs.
Vice President J.D. Vance visited the plant in his hometown of Middletown, Ohio, alongside U.S. Secretary of Energy Christopher Wright and state officials to mark the announcement. Cliffs Chairman and CEO Lourenco Goncalves said the project โgoes above and beyond a standard blast furnace relineโ and preserves 2,300 jobs at the facility, which produces roughly 3 million tons of raw steel annually for automotive-grade sheet applications.
