DOE Closes $1.9B Loan for NextEra's Duane Arnold Nuclear Restart
The Energy Department closed a loan of up to $1.9 billion on Sept. 8 to back NextEra Energyโs restart of the Duane Arnold Energy Center, Engineering News-Record reports, adding federal financing to a nuclear recommissioning project already underway in Iowa.
The loan, announced by DOEโs Office of Energy Dominance Financing as a combined conditional commitment and financial close, will help fund modernization, equipment upgrades and refueling work at the 615-MW plant in Linn County, near Cedar Rapids. NextEra is targeting a restart no later than the first quarter of 2029, pending regulatory approvals.
Market Impact
Duane Arnold shut down in 2020, but NextEra signaled in late 2024 it would halt decommissioning, then formally announced the restart in October 2025 alongside a 25-year power purchase agreement with Google. NextEra said that deal โenables the investment to restart the plant and covers costs for the production of energy,โ with Google planning to use the output for its Iowa cloud and AI infrastructure. An October 2025 economic analysis based on NextEraโs cost estimates projected at least $1 billion in direct construction investment, covering engineering, design, installation and refurbishment of existing piping, wiring and equipment.
Duane Arnold is the third shuttered US nuclear plant ENR has tracked moving through a restart process, following Holtec Internationalโs $1.52 billion DOE loan in 2024 for the Palisades plant in Michigan and a $1 billion loan closed last November for Constellation Energyโs Crane Clean Energy Center in Pennsylvania. Deputy Energy Secretary James Danly said the administration โis pursuing a comprehensive nuclear strategy, restarting existing reactors, increasing the output of our nuclear fleet and accelerating new construction.โ A May 2025 executive order directed DOEโs loan office to prioritize financing for reactor restarts. The Nuclear Regulatory Commission said in March that NextEra had submitted licensing actions needed to resume operations, with final decisions anticipated by January 2028.
