C3M Power Systems Named ENR MidAtlantic's 2026 Specialty Contractor of the Year

C3M Power Systems has been named ENR MidAtlanticโ€™s 2026 Specialty Contractor of the Year, ENR East reports, marking the second time the Capitol Heights, Maryland-based firm has won the regional award since 2019. The full-service transportation systems specialty contractor is projected to exceed $200 million in revenue this year, up 75% in just two years, after posting $116.33 million in regional revenue last year that placed it No. 24 on the 2025 ENR East Specialty Contractor ranking.

C3M, part of Clark Construction Group, attributes its growth to diversifying beyond its core transportation base into government, water, aviation, and temporary power and enabling work. The firm has also expanded geographically, now working as far west as California and Washington state and as far south as Georgia and Texas. Notable MidAtlantic projects include the $9 billion, 16.2-mile Purple Line light rail system in Montgomery and Prince Georgeโ€™s Counties, Maryland, and the renovation of Amtrakโ€™s Ivy City Yard maintenance facility in Washington, D.C., which is being delivered in phases through 2030.

What It Means for Subcontractors

  • Firms in the $100M-$200M revenue range looking to scale should note C3Mโ€™s playbook: pairing a core specialty (transportation systems) with adjacent work like temporary power, water, and aviation to capture more bid packages on the same projects.
  • Electrical and power subcontractors eyeing transit and rail work can look to the Purple Line ($9 billion, 21 stations, Montgomery and Prince Georgeโ€™s Counties, Maryland) and Ivy City Yard (860 feet long, 55,000+ sq ft for daily inspections, phased opening through 2030) as active MidAtlantic projects with ongoing scope.
  • Regional expansion beyond a home base, in C3Mโ€™s case from Maryland into California, Washington state, Georgia, and Texas, signals opportunity for specialty contractors to follow established transportation and power clients into new geographies rather than waiting for local bid packages.
