AtkinsRéalis, Siemens Mobility Land Systems Contract for $2.3B Quebec Tramway

AtkinsRéalis Group Inc. and Siemens Mobility have signed a co-development contract covering the systems component of Projet TramCité, a $2.3 billion urban tramway project in Quebec City, Daily Commercial News reports.

Market Impact

The two firms will deliver the work through a general partnership called Connexion Capitale, combining expertise in rail systems integration, signaling, communications and electrification, according to a release cited by Daily Commercial News. The contract covers integration and implementation of rail systems and technologies, oversight of network testing and commissioning, and long-term maintenance, and is structured under a progressive design build model.

“This approach builds on AtkinsRéalis’ experience delivering complex rail and transit projects through collaborative delivery models, where early alignment and integration are critical to long-term performance,” the release states.

Projet TramCité is a 19-kilometre tramway network for Quebec City, jointly led by the Government of Quebec, the City of Quebec and CDPQ Infra, with financial support from the federal government. The project is currently listed at conceptual status with a $2.3 billion value, according to project data cited in the report.

What It Means for Subcontractors

  • Rail electrification and E&I trades should watch for subcontract packages tied to signaling, communications and traction power systems as Connexion Capitale moves the progressive design build model from conceptual to detailed design.
  • Testing and commissioning oversight named in the contract scope points to near-term demand for specialized rail commissioning crews and QA/QC subcontractors once the network reaches installation phase.
  • Firms with long-term rail maintenance capabilities should position early, since the awarded scope explicitly includes long-term maintenance of the 19-kilometre Quebec City network, not just construction.
  • Quebec-based civil and systems integration subcontractors should track CDPQ Infra and City of Quebec procurement notices for packages tied to the $2.3 billion project as it progresses from conceptual status toward construction-ready milestones.
