Winnipeg's $580M Biosolids Deal Shows Payoff of Procurement Reset

Winnipeg, Manitoba awarded a roughly $580 million contract on July 16 to an Aecon-led joint venture for new biosolids facilities, Engineering News-Record reports, marking the second major phase of the cityโ€™s wastewater modernization program after a 2023 procurement overhaul revived the stalled project.

Market Impact

The city council approved the award to Red River Biosolids Partners, a consortium of Aecon Group, MWH Constructors Canada Ltd. and Oscar Renda Contracting of Canada, following a progressive design-build development phase and negotiated implementation contract. Construction is expected to start within weeks, with biosolids treatment beginning in October 2030 and substantial completion targeted for March 2031.

The project addresses a capacity crunch at the North End Water Pollution Control Centre, which treats about 70% of Winnipegโ€™s wastewater and handles biosolids from all three municipal treatment plants. City reports warned the existing system could run out of capacity within five to eight years as Winnipeg, Canadaโ€™s seventh-largest city, approaches a projected population of one million over the next 25 years. The biosolids work is part of a broader modernization program expected to exceed $2 billion, which will eventually include a nutrient-removal phase targeting phosphorus and nitrogen discharge.

Winnipeg switched from a fixed-price design-build model to progressive design-build after determining in 2023 that its original approach was unworkable. By spring of that year, only one team remained interested under the fixed-price structure, with firms citing project scale, schedule length, escalating costs and design risk. Under the new model, the city selected a contractor based on qualifications first, then collaboratively developed the design before negotiating a final price. That process led the team to swap thermal hydrolysis for thermophilic digestion, consolidate buildings, eliminate basements where possible, and substitute structural steel for concrete in parts of the design.

โ€œWith Biosolids, we found many saving opportunities through adapting the design,โ€ said Lana Obach, Winnipegโ€™s major capital project engineer. โ€œWhat is notable about these savings is that they were not the result of cutting corners. Instead, it was about making smart design and engineering choices.โ€

Aecon President and CEO Jean-Louis Servranckx called the North End plant upgrade โ€œone of the largest water infrastructure upgrades in North America.โ€ The city estimates the biosolids project alone will generate approximately 3,770 person-years of employment and contribute roughly $442 million to Manitobaโ€™s GDP during construction. Aecon will add the contract to its third-quarter 2026 backlog.
